Jemaah Islamiyah has used Sabah state on the island of Borneo as a transit point for recruits traveling to training camps in the southern Philippines. The Abu Sayyaf Group uses the area as a safe haven.
With an estimated 500,000 Filipinos and Indonesians living illegally in Sabah and some local officials prepared to accept bribes, the militants can move in and out of Sabah with little fear of interdiction.
Despite calls to tackle the problem, it will be hard to combat the people smuggling industry, especially as the local economy depends on illegal immigrants.
